Zamboanga Sibugay Municipality Adopts AI and Blockchain-Enabled Digital Governance Platform

The Municipality of Mabuhay in Zamboanga Sibugay has formally adopted a digital governance platform utilizing artificial intelligence (AI) and blockchain technology.

Key Details

The local government unit (LGU) signed a Service Agreement with Integrya Technologies on December 10, 2025, to implement “WonderLocal,” a cloud-based system designed to digitize public service delivery.

The signing ceremony, held at the Mabuhay Municipal Hall, establishes the island municipality as one of the LGUs in the Philippines to officially adopt a full governance platform integrating both AI and blockchain capabilities.

Platform Features

Developed by Social Impact Venture Studio Integrya Technologies, the WonderLocal platform is designed to provide an integrated digital ecosystem for the municipality. According to the announcement, the system includes:

• Citizen Services: An online portal for helpdesk requests and civil registry documents.
• Business Processing: Digital processing for business permits.
• Transparency Hub: A dedicated section for publishing ordinances, budgets, procurement data, and development projects.
• Verification: Blockchain-backed verification for applicable public records and QR-verified documents to support anti-fixing efforts.
• Accessibility: Offline-capable access designed for areas with low internet connectivity.

Additionally, the platform incorporates AI-assisted analytics intended to support internal monitoring of workflows and service performance. This will aid the LGU in data-informed decision-making.

Barangay-Level Implementation

Alongside the municipal agreement, Integrya Technologies signed a Memorandum of Understanding (MOU) with the Liga ng mga Barangay (LNB) of Mabuhay. This cooperation covers the exploration of “WonderLocal Cert+,” a digital Barangay Clearance system.

Under the terms of the MOU, the system is provided free of charge for barangay use, with no subscription or setup costs. Participation is optional for both barangays and citizens. The framework allows barangays to continue collecting official clearance fees, while citizens opting for online filing are charged a convenience fee.

Official Statements

Mayor Edreluisa “Lulu” Caloñge stated that the partnership aims to build a more transparent and efficient local government.

“While the full rollout will be presented to our constituents during the Araw ng Mabuhay celebrations, today’s signing lays the foundation for a digital future that truly serves our people.”

Integrya Technologies Co-Founder and CEO Gil R. Orense noted that the municipality is taking a “deliberate and responsible approach” to digital governance. This, according to Orense, positions Mabuhay as a reference point for other LGUs utilizing technology to strengthen institutional accountability.
