The Caraga Region, the Philippines’ 13th region, launched its first blockchain certification program in an effort to push its local adoption of emerging technologies.


Blockchain Cryptocurrency Specialist Certification
Held in San Jose, Dinagat Islands, the Blockchain Cryptocurrency Specialist Certification officially commenced on May 26, 2025, under the Strengthening the Philippine Workforce Through Adaptive and Responsive Digital Knowledge (SPARK) initiative.
Hosted at Don Jose Ecleo Memorial College (DJEMC), the program aimed to equip participants with practical knowledge in blockchain and cryptocurrency through a five-day intensive hybrid training from May 27 to 31, followed by a 15-day online awareness campaign.
According to the organizers, participants were able to receive hands-on instruction focused on blockchain infrastructure, cryptocurrency fundamentals, and decentralized tools. They were also able to explore opportunities in remote work, freelancing, or launching tech-driven enterprises.
And since the northeastern section of Mindanao is relatively huge, which represents 6.3% of the country’s total land area, the certification program combined in-person sessions with virtual participation, allowing scholars from across the region to access the program and fostering broader digital inclusion.
What is SPARK?
SPARK is a flagship initiative by the Department of Information and Communications Technology (DICT) in the Philippines. It is designed to future proof the Filipino workforce by equipping them with in-demand digital skills.
Originally launched as “digitaljobsPH,” the program was rebranded to SPARK in 2024 to align with R.A. 11927, or the Philippine Digital Workforce Competitiveness Act, a law that aims to bridge the country’s digital skills gap through upskilling, reskilling, and promoting digital entrepreneurship.
DICT in Web3 News
Last year, the DICT launched eGOVchain, a blockchain-inspired initiative that aimed to improve transparency, accountability, and security in Philippine government operations through a decentralized ledger and encrypted data management.
In 2023, DICT Undersecretary Jocelle Batapa-Sigue emphasized the government’s intent to support the web3 industry in the Philippines by promoting blockchain adoption, transparency, and digital innovation.
Crypto content creator Arshlene Lingao, known as CrypTita Plays, is bringing blockchain education to underserved communities in the Philippines through her Mini-Library Project, which provides beginner-friendly books on crypto and digital literacy to children aged 8 to 15 in remote areas.
With support from GCrypto’s Luis Buenaventura, CoinEx Charity, Bitget’s Blockchain4Youth, and other partners, the initiative has already launched its first mini-library in Kabatuhan, Negros Occidental, with more planned for Roxas City and Agusan del Sur. The project aims to establish 10 libraries in total, offering early exposure to web3 concepts in places with limited internet access.
Recently, crypto exchange Bitget also partnered with Lingao to launch the Young Learners’ Encyclopedia, an illustrated book that simplifies blockchain concepts like decentralization and NFTs for children.
