The Bangko Sentral ng Pilipinas (BSP) and the Philippine Payments Management, Inc. (PPMI) launched three new digital payment services on July 29, 2026, during a ceremony at the BSP Head Office in Manila. The initiatives, Direct Debit PH, InstaPay Cash-In, and InstaPay for Business, were introduced to expand digital transaction options for individuals and commercial entities across the country.
Details of New Payment Services
- Direct Debit PH enables bank and e-wallet account holders to authorize billers to automatically collect payments from their accounts on scheduled due dates.
- InstaPay Cash-In allows a user to send a request for funds to another individual, who can then approve and transfer the funds using their respective bank or e-wallet account.
- Under InstaPay for Business, registered businesses can now transfer up to PHP 500,000 per transaction, representing a tenfold increase from the previous transaction limit of PHP 50,000.
BSP on Interoperability
In a statement, BSP Governor Eli M. Remolona, Jr. stated that interoperability and lower transfer costs serve to increase broader participation in digital financial networks.
BSP Deputy Governor Mamerto E. Tangonan noted that the launch aligns with the National Retail Payment System Framework, which serves as the central bank’s blueprint for electronic payment operations.
QR Classifications and Fee Structure Context
The BSP and PPMI also reiterated the operational distinctions between payment QR codes established in 2024.
- Under current guidelines, “QR Ph” is designated for person-to-merchant (P2M) payments where transaction fees are covered by merchants.
- “InstaPay QR” is used for person-to-person (P2P) transfers and may incur fees depending on the participating institution.
The new services follow recent regulatory actions by the BSP regarding transaction costs. Under BSP Circular No. 1238, financial institutions are required to align interbank electronic transfer fees with actual processing costs, leading multiple domestic banks and e-wallet operators to lower or waive transfer fees for retail customers.
