Bataan has officially adopted the GoodGovChain network, a blockchain-based system designed to enhance government transparency, officials announced.

The launch, led by Governor Joet Garcia and developer BayaniChain (BYC) Ventures, makes Bataan the first province in Central Luzon to place public records on-chain. The initiative, unveiled at the Global Emerging Tech Summit 2025, will begin by digitizing local ordinances to ensure data integrity and safeguard against alteration.

“By joining GoodGovChain, we are taking a decisive step toward a government that is open, verifiable, and accountable,” Governor Garcia said in a statement.

“Blockchain ensures that trust is no longer demanded but demonstrated.”

Bataan Follows Baguio’s Lead

Bataan’s adoption follows the implementation of GoodGovChain in Baguio City, led by Mayor Benjamin Magalong. Both initiatives aim to use the technology to create verifiable public records.

“Bataan’s launch on GoodGovChain is the first step toward a transparent nation,” said Gelo Wong, Chief Growth Officer of BYC Ventures. “Bataan is proving that blockchain is ready to serve citizens at scale.”

The initial phase focuses on legislative records, but Bataan’s long-term roadmap includes integrating digital IDs, budget tracking, and records authentication into the system.

National Push for Blockchain Governance

This local adoption aligns with a broader national trend and legislative push for blockchain in public service. In the Philippine Congress, measures such as the “Philippine National Budget Blockchain Act” have been filed, proposing the use of blockchain to create an immutable and publicly accessible ledger for all national budget transactions. Lawmakers and regulators have previously expressed support for such initiatives, including the Department of Budget and Management’s (DBM) own blockchain system, which is also powered by BYC Ventures.

Paul Soliman, CEO of BYC Ventures, stated that the platform allows for responsible modernization. “GoodGovChain ensures that every record has integrity and that trust is built into the system itself,” Soliman said.

According to Bayanichain, GoodGovChain is built on a hybrid private-public infrastructure, designed to be interoperable with national systems like those used by the DBM, aiming to create a unified framework for transparency.

Previous Blockchain Initiatives of Bataan

The GoodGovChain initiative follows Bataan’s earlier explorations into blockchain technology. In January 2023, the provincial government signed a Memorandum of Understanding (MOU) with nChain, a global blockchain company, previously associated with prominent crypto personality Craig Wright.

That partnership was intended to explore the digitization of provincial government services and establish a “Block Dojo” blockchain incubator, with the goal of positioning Bataan as a potential hub for the technology.

Separate from the provincial government’s governance projects, Bataan is also home to a major economic and regulatory blockchain initiative led by the Authority of the Freeport Area of Bataan (AFAB).

AFAB operates the Freeport Area of Bataan (FAB) as a special economic zone with a legal mandate to license and regulate financial technology firms, including Offshore Virtual Asset Service Providers (OVASPs).
