Baguio City to Pilot GoodGovChain – Blockchain Governance Platform by BayaniChain

Alongside Mayor Benjamin Magalong’s campaign on instilling good governance at local government level, Baguio City announced that it will pilot “GoodGovChain,” a blockchain-powered governance platform built on BayaniChain’s Digital Public Asset (DPA) Framework.

In a Facebook Post, the local government unit (LGU) of Baguio City confirmed that Magalong led the signing of the memorandum of agreement with Filipino-rooted blockchain firm BayaniChain Tech Inc., which is also the company behind other blockchain integration initiatives in the country.

“One of the basic principles of good governance is transparency, and the use of blockchain will allow us to be transparent, especially in our government transactions, financial transactions, and infrastructure projects. What is very important here is the security of all these documents and transactions, and the only way we’ll be able to truly have open data is to ensure everything is placed on blockchain before publishing it.”

The GoodGovChain (https://goodgovchain.ph/) is suitable for LGUs because it records budgets, procurement data, and infrastructure projects on a hybrid public-private blockchain. Thus, promoting government transparency because transactions will be immutable and easily auditable.

Technically, the system is designed for nationwide scalability, according to BayaniChain, giving Filipinos open access to verified records through a user-friendly dashboard while ensuring sensitive data is protected.

Moreover, BayaniChain CEO Paul Soliman shared that as they celebrate a milestone of having the first-ever LGU to utilize GoodGovChain, he is hoping to “champion transparency and accountability in local governance across the Philippines and the broader Southeast Asian region” through the platform.

What is BayaniChain’s Digital Public Asset Framework?

Utilizing a hybrid public-private blockchain to secure sensitive data while making key records publicly verifiable, the DPA Framework treats all public records, from budgets to permits, as immutable and auditable digital assets.

The project is built on Prismo Protocol and powered by Lumen BaaS, to give governments and enterprises a scalable infrastructure for transparency and citizen access.

In an interview by the writer to Soliman in October 2024, the BayaniChain CEO already expressed that there were multiple government agencies that were coordinating with them for a blockchain integration as early as that time using the Prismo Protocol.

This is not the first time that a government unit has adopted the blockchain technology in partnership with BayaniChain.

The blockchain company is also behind the DBM Blockchain System, a blockchain-powered platform that secures all Special Allotment Release Orders (SARO) and Notices of Cash Allocation (NCA), which are critical components of the Philippines’ budget disbursement process.

The DBM Blockchain System is the initiative recognized by Senator Bam Aquino in his talk advocating blockchain for the national budget.
