Senator Paolo Benigno “Bam” Aquino IV, the principal author of the Blockchain the Budget Bill, praised the launch of GoodGovChain in partnership with Baguio City Mayor Benjamin Magalong. He stated that it shows that blockchain can deliver transparency and accountability in local governance.

As a champion of good governance, Mayor Magalong has already shown us that Baguio City can be one of the gold-standard cities of transparency and accountability. The senator said he hopes other local government units (LGUs) will follow Baguio’s lead in adopting blockchain solutions to improve transparency, efficiency, and accessibility in public service.

“And once we pass the Blockchain the Budget bill, we will further ensure that our budget process is transparent, accountable, accessible.”

He officially filed his Blockchain the Budget Bill on September 2, 2025, seeking to place government financial transactions and the national budget on a blockchain platform to promote transparency and accountability. The measure is currently pending on first reading in the Senate.

Aquino also noted the Department of Budget and Management’s earlier adoption of blockchain for allotment releases and cash notices, calling both the DBM system and GoodGovChain proof that blockchain is no longer a distant concept but an active tool for governance reform.

On the other hand, FPJ Panday Bayanihan Party-List Representative Brian Daniel Poe Llamanzares also emphasized that blockchain’s peer-to-peer system can curb corruption by ensuring accountability and transparency in every government transaction.

“It actually allows [the] government to be held accountable for every transaction and every cent of that passes through a blockchain-based open ledger. And so we’re really hoping that new technology such as this can be explored to weed out corruption, to enhance government efficiency and make sure that transparency is held above all other principles when it comes to government.”

Poe also filed a bill utilizing blockchain, House Bill 4489, which seeks to place the entire Philippine national budget on the blockchain to ensure transparency, accountability, and public participation. The proposal mandates a National Budget Blockchain System where all allocations and expenditures are immutable and publicly accessible.

Regulators for Blockchain Adoption

The Securities and Exchange Commission (SEC) also signaled interest in the technology.

Commissioner Rogelio Quevedo, who attended the GoodGovChain launch, commended Magalong and Baguio City for taking the lead in using blockchain to advance transparency, saying their efforts provide a model for other local governments.

He also noted that the SEC is studying how similar innovations could improve its regulatory functions and revealed that the agency is exploring the development of a blockchain platform for the capital markets.

Moreover, Department of Information and Communications Technology (DICT) Assistant Secretary Migui Planas said Baguio LGU’s use of GoodGovChain and the DBM’s blockchain system show the technology is already advancing transparency and trust in governance.

“These real-world initiatives prove that blockchain is no longer just an idea, it is already building transparency, strengthening trust, and creating deeper engagement between government and the people.”

It can be remembered that DICT Secretary Henry Aguda recently voiced support for Blockchain the Budget Bill, in which he stressed that the technology can address real-world problems in the Philippines. 

However, Aguda told lawmakers that rolling out blockchain across the government could cost up to ₱1 billion, though the final proposal with accurate figures is still being prepared. Speaking at a House appropriations hearing, the secretary said that the DICT is drafting a policy framework for blockchain adoption and has begun supporting DBM initiatives, stressing that the investment would be worth it if it strengthens governance. 

Blockchain-Based Initiatives in PH Gov’t

BayaniChain’s initiatives in collaboration with government agencies are the DBM Blockchain System, which is noted to have already secured trillions of pesos in transactions, and the rollout of GoodGovChain at the LGU level. 

The company said these projects are designed to make public service more transparent and efficient, with growing backing from lawmakers and regulators.

On July 31, 2025, developed in partnership with BayaniChain and ExakIT Services, the DBM launched its blockchain-based platform that makes key budget documents publicly verifiable on the Polygon network. The system currently publishes Special Allotment Release Orders and Notices of Cash Allocation.

This month, Magalong announced the city’s GoodGovChain project, a blockchain-powered governance platform developed by BayaniChain to help local governments improve transparency and accountability. Built on the Digital Public Asset Framework, it records budgets, procurement data, and infrastructure projects on a hybrid public-private blockchain, making records tamper-proof, auditable, and accessible to citizens while protecting sensitive information.
