MAKATI CITY, Metro Manila—The Department of Public Works and Highways (DPWH) formally adopted the Integrity Chain transparency platform on September 30, 2025, during a launch ceremony attended by BitPinas held at the Asian Institute of Management (AIM).

Led by the civic group Integrity Chain and powered by BayaniChain Ventures, the initiative aims to create a verifiable, tamper-evident ledger of government infrastructure projects.

Key Details

The event marked DPWH’s official adoption of the system through a signing ceremony. It was first introduced on September 24. This rollout follows mounting scrutiny over DPWH’s infrastructure programs, most specifically with the alleged corruption in the department’s flood control initiatives.

Technically, the platform records project budgets, milestones, and compliance reports on a decentralized ledger with the goal of strengthening accountability in public infrastructure projects. Key features include a decentralized ledger operated by validators from NGOs, academe, media, and trade organizations, providing independent verification of records.

“Kailangang ayusin natin, baguhin natin. Itong pinopose ng private sector, napakalaking bagay ‘yung paggamit ng teknolohiya na unfortunately, hindi ginagamit ng government. Alam niyo naman siguro kung bakit hindi ginagamit. Kasi kapag gagamit ng ganito, mahuhuli eh. Importanteng kasama natin ang private sector kasi sila iyong tutulong sa atin, sila iyong mata natin.”

[We need to fix the system; we need to change it. This initiative that will use today’s technology, proposed by the private sector, is a big help, but unfortunately, the government does not use it. We all know why the government does not use it because if they did, their fraudulent acts would be caught. It is important that the private sector supports us because they will be the one to help us; they will be our eyes.]

Initially, the Integrity Chain will cover Foreign Assisted Projects (FAPs) under DPWH.

The platform, powered by BayaniChain Ventures using its Lumen and Prismo technologies, will record budgets, milestones, and compliance data for DPWH projects.

According to Integrity Chain Lead Convenor Donald Lim, they will form a technical working group with a representative from each organization and stated that they are targeting to go live in the next 60 days.

Moreover, there were at least 40 multi-sector stakeholders who signed a statement of support on the Integrity Chain. This includes Department of Public Works and Highways (DPWH) Secretary Vince Dizon and Department of Information and Communications Technology (DICT) Secretary Henry Aguda.

If there is an unauthorized change detected on-chain, these stakeholders, which include civic leaders, tech developers, government officials, and media stakeholders, have the power to immediately notify the Integrity Chain team.

The media event took place from 10:00 a.m. to 12:00 p.m. at AIM’s TEBL Hall. Dizon and Aguda also received the Philippine Blockchain Report 2025 by the Blockchain Council of the Philippines.

Ensuring Data are Accurate

While blockchain ensures that recorded data cannot be altered, questions remain about the accuracy of information entered into the system.

In an interview, BitPinas asked Dizon how the DPWH will address the risk of incorrect or manipulated data being uploaded.

“‘Yun ang importante at kailangan. Uumpisahan muna natin sa mga information na kahit papaano kampante na tayo, kaya mag-uumpisa tayo sa foreign assisted projects kasi ‘yun, vetted na ‘yun ng mga multilateral agencies at bilateral agencies.”

[That is what is important; it is necessary. We will start with information that we can be confident about, which is why we will begin with foreign-assisted projects that have already been vetted by multilateral and bilateral agencies.]

Furthermore, the Public Works and Highways Secretary emphasized that corruption often stems from the doctoring of documents, and blockchain can prevent such practices by ensuring records cannot be altered once entered into the system.

“Walang perfect na sistema, pero it is still much better than what we have now, which is really what caused everything.”

[There is no perfect system, but it is still much better than what we have now, which is really what caused all the problems.]

Moreover, Dizon noted that the technology will allow oversight of every step of the process, from the central office down to regional and district levels, helping prevent irregularities, adding that the DPWH will seek support from the DICT and other partners for project monitoring, including the use of satellite imaging for regular updates.

“It is a proof of concept using foreign-assisted projects; pilot talaga siya. Pero doon naman nagsisimula lahat. Kasi bago pa naman ang teknolohiyang ‘to. Sabi nga ni Secretary Aguda sa’kin, kung ma-implement, its the first of its kind in the world na gagamitin sa isang government agency, tulad ng DPWH at DBM, itong ganitong teknolohiya.”

[It is a proof of concept using foreign-assisted projects; it is really just a pilot. But that is where everything starts, since this technology is still new. As Secretary Aguda told me, if implemented, it will be the first of its kind in the world to be used in a government agency, such as the DPWH and DBM.]
