A new measure was filed in the House of Representatives seeking to mandate the use of blockchain technology in the government’s budgeting process, marking the fourth blockchain-related bill introduced in the 20th Congress this year.

HB 4611

Calamba City Rep. Charisse Anne C. Hernandez filed the bill, titled “An Act Mandating the Use of Blockchain Technology in the Formulation, Implementation, and Monitoring of the Government Budget to Promote Open Governance and Citizen Engagement,” on Sept. 16, 2025.

Under House Bill 4611, blockchain would be applied across all stages of the national budget process to ensure accountability and encourage citizen involvement.

The measure is currently pending first reading.

  • HB 4075 (Blockchain Technology for Government Efficiency Act)
    • Filed on Aug. 27, 2025, by Ilocos Norte 2nd District Rep. Angelo Marcos Barba
    • The bill seeks to institutionalize blockchain use in government transactions and services to ensure transparency, efficiency, and accountability. 
    • It is pending with the appropriate committee since Sept. 1, 2025.
  • HB 4380 (Philippine National Budget Blockchain Act)
    • Filed on Sept. 8, 2025, by Negros Occidental 3rd District Rep. Javier Miguel Benitez.
    • The measure proposes the establishment of a Blockchain Technology Development Council to oversee blockchain promotion and integration across government and private sectors. 
    • It has been pending with the Committee on Appropriations since Sept. 10, 2025.
  • HB 4489 (Philippine National Budget Blockchain Act)
    • Filed on Sept. 9, 2025, by FPJ Panday Bayanihan Partylist Rep. Brian Daniel Poe Llamanzares.
    • The bill requires the implementation of a blockchain-based system for the entire budget cycle. 
    • It has been pending with the Committee on Appropriations since Sept. 15, 2025.
  • SBN 1330 (Blockchain the Budget Bill)
    • Filed on Sept. 2, 2025, by Sen. Paolo Benigno “Bam” Aquino IV.
    • The bill mandates the creation of a blockchain-based national budget system to ensure transparency, accountability, and public participation.
    • The measure is pending first reading.
